Is Eko Atlantic for real?

Although a lot has been reported about the proposed Eko Atlantic city in the news and how the city of Lagos would really have a deserved facelift when this city becomes completed. It is mostly in anticipation of Lagos becoming a mega city and one of the most populated cities in the world hence the need for massive development.
Eko Altantic is mostly about a rising from the sea of a great and well planned city where future Lagosians will live and work without the hussles and bussles of overpopulated city life. It is like Lagos state's solution to managing a growing city's demands in such a way that other more populated and high trafficked places like the Lagos Mainland, V/I, Ikoyi and other business centres may receive a new lease of life.Contractors
The Contractors are mainly a Chinese company called China Communications Construction Group is a global leader in the field of marine dredging and landfill operation.Eventual Flooding of Lagos
Some people in Lagos like me still have this at the back of our heads about the report on the eventual flooding of Lagos in about 50 years from now and it really makes sense seeing that we may not be going back on global warming, all ice in the north pole is melting and with Katrina and other places like Pakistan, who knows what will happen to Lagos given that places like VI, Lekki and Lagos Island are mostly flooded with Bar Beach no more as a result of rising sea level. So will the Eko Atlantic be built to survive any eventual flooding like other places around the world or will it turn to something like Venice? Final Comments
My question is; "Does Lagos state want to make this a new Dubai?". It would really take a lot of time and huge financial resources and I'm not thinking that 2 or 3 terms of the AC in government will be able to accomplish this. If Eko Atlantic city ever comes into being (and Lagos really need something like that), it may take up to 20 years and I'm just hoping that this is not just another political gimmick. It would really require the support of the Federal govt not just in terms of finance. As it is, Lagos state would definitely not be able to finance it alone and if she goes for a foreign loan, it would really take a toll on other required projects and recurrent expenditure for the state.
I just hope that one govt after another or contractor after the other would not use this idealistic plan to siphon public funds.
The Eko Atlantic city is a great plan and I hope it comes into being, but when it will happen is something we are not yet sure of.
